JIPMER INTERNATIONAL SCHOOL OF PUBLIC HEALTH (JISPH)
We serve as tertiary care medical institution not only to the population of Puducherry, but also to the neighboring states of Tamilnadu, Karnataka, Kerala and Andhra Pradesh. While we are designated as a postgraduate institution, we serve as a vertically and horizontally integrated health system, offering the full spectrum of services from primary care to quaternary care and community care. In fact, a third of patients seek primary care, a third are here for secondary care and the remaining one third are for tertiary and quaternary care. This is achieved through our hub hospital linked to rural and urban centers providing access for all. Further, this care is rendered focusing on the poor and needy, with an impressive reduction of out of pocket expenditure for the patients and their families. 99.5% of care is rendered free of cost to patients, arguably not achieved by any other health system. With this impressive back drop of access, affordability and breadth of services and possessing a most committed faculty, nurses, allied health professionals and staff, it is only rational that we embark on a programme to test value based models for Universal Health Care/coverage (UHC) through a school of Public Health. This imperative of UHC, through health care innovations and health services research, will be the underpinning for developing a one of a kind public health school, termed “JIPMER International School of Public Health” (JISPH).
JISPH has been approved by Expenditure Finance Committee of Ministry of Health and Family Welfare, Government of India for Rs.117 Crores to build the hub and rural health center and for outfitting labs and for funding of new posts.
The proposed building for JISPH will have a built up area of 12,625 sq.mts and will have a stilt floor with four upper floors. The total built up area of the stilt floor is 1765 sq.mts, out of which 835 sq.mts is earmarked for the lobby, Dean’s office, cafeteria and electrical room and 930 sq.mts for parking of the cars. The common facilities like lecture halls, library, multi-purpose hall, museum, auditorium and cafeteria are located in the middle of the block so that all the divisions of the school will have easy access. In the first floor of the proposed building, maternal and child health, public health nutrition, health communication, behavioral science and medical sociology divisions are proposed to be housed. The second floor will house divisions of epidemiology, biostatics, health policy and management, health economics and international health. The third floor will house divisions of environmental health, disaster management and non-communicable disease. The fourth floor will house divisions of communicable disease and UG labs.
Bringing together the public health and health care professionals, JISPH will develop six cluster platforms for care delivery redesign: maternal/child health, infectious diseases, cancer, non-communicable diseases, injuries and mental health/neurological illness.
